Cindy
M. Perr has a general litigation practice with an
emphasis in the areas of commercial, real estate,
health and construction law. She has extensive trial
and appellate experience in New Jersey and Federal
courts. Her representation of clients has included
matters involving real estate, land use and
affordable housing litigation, breach of contract
actions involving home improvement contractors,
construction lien arbitration and litigation and
Consumer Fraud Act litigation. She is also approved
as a R. 1:40 Mediator and has an active alternative
dispute resolution practice.
Ms. Perr was selected by Burlington County Woman
Magazine as an “Outstanding Woman of Burlington
County” in its
Spring 2010 edition.
Ms. Perr was recognized as a “Super Lawyers Rising
Star” in the practice area of "Business Litigation"
in a special section of New Jersey Monthly Magazine
in 2008 and 2009. She was also named one of New
Jersey’s “50 Best Women in Business” for 2009 by
NJBIZ Magazine. Recognized for her "commitment to
business growth, professional excellence and to the
community," Perr and other honorees are highlighted
in a special supplement to NJBIZ Magazine, available
on
Best 50 Women in Business 2009.
Ms. Perr is the author of
"Strong Protection Against Dishonest Contractors -
Contractors' Registration Act Strengthens the
Protection Already Available to Homeowners"
published in South Jersey Magazine, September 2006.
Ms. Perr has presented seminars for the New Jersey
Association of Counties Annual Conference (2008 and
2009) on the the topics of "2009 COAH Update:
Legislative and Litigation Issues" and "COAH's Third
Round Rules: Their Impact on Municipal and County
Government." She has also lectured on “Tips for
Successful Discovery” before members of the Camden
County Bar Association, on “Navigating the
Construction Lien Law” before members of the
Builders League of South Jersey and the Camden
County Bar Association, and on "Opposing Goliath: A
Solo and Small Firm Practitioner's Guide to Battling
the Large Adversary" before members of the
Burlington County Bar Association. She was also the
New Jersey contributing editor for the publication Tort
Law Desk Reference — A Fifty State Compendium,
2001.
Ms. Perr currently serves as a gubernatorial
appointee to the Burlington County College Board of
Trustees. She was an elected member of the
Burlington County Bar Association Board of Trustees
for six years, during which she chaired several
committees, including the Civil Practice and Federal
Practice committees. She also serves on the
Burlington County College Foundation Board of
Trustees. She is a member of the New Jersey State
Bar Association, the New Jersey Women Lawyers
Association and is a Chancellor Emeritus of the
Rutgers-Camden School of Law Alumni Association.
Ms. Perr received a B.A. degree in History (with
high honors distinction) and Political Science from
Douglass College, Rutgers University in 1991. She
received her juris doctor degree from Rutgers-Camden
School of Law in 1994 and was admitted to the bars
of the State of New Jersey and the Commonwealth of
Pennsylvania in that year. She is also admitted to
practice before the United States District Courts
for the District of New Jersey and the Eastern
District of Pennsylvania, the United States Court of
Appeals for the Second, Third and Ninth Circuits,
and the United States Supreme Court. Ms. Perr served
as law clerk to the Honorable James D. Clyne,
then-presiding judge of the New Jersey Superior
Court, Civil Division, as a clinic-in-law clerk for
the Honorable Jerome B. Simandle, United States
District Judge for the District of New Jersey, and
as a legal intern in the Office of the New Jersey
Attorney General.
Ms. Perr is an avid supporter of the March of Dimes
and chairs its Executive Committee for the Southern
New Jersey “March for Babies.” She resides in
Medford, New Jersey.
