Andrew Bayer’s area of expertise is in
Litigation, with special emphasis in commercial, employment, and environmental litigation, environmental insurance coverage litigation, public entity defense, including providing compliance advice and defense to municipalities in affordable housing matters including litigation before the courts and participation in proceedings before the council on affordable housing, appellate and administrative practice. Mr. Bayer has presented oral arguments before the New Jersey Supreme Court and New Jersey’s intermediate appellate court. He has an active trial practice and he also regularly appears before State agencies and the Office of Administrative Law.
Mr.
Bayer serves as the Chairman of the New Jersey
Supreme Court District VII Ethics Committee, serving
Mercer County. The District VII Ethics Committee,
one of eighteen statewide, works under the
supervision of the Office of Attorney Ethics as the
investigative and prosecutorial arm of the Supreme
Court of New Jersey in discharging the court's
constitutional responsibility to supervise and
discipline New Jersey attorneys. For more

Mr. Bayer was admitted to the bar of the State of New Jersey, the United Stated District Court of the State of New Jersey and the Commonwealth of Pennsylvania in 1988. He is also admitted to practice before the United States Court of Appeals, Third Circuit. From 1988-1989, Mr. Bayer served as a law clerk to the Hon. Serena Perretti, J.S.C. From 1989 through 1992, Mr. Bayer served as a Deputy Attorney General for the State of New Jersey, where he defended state agencies in tort and environmental litigation matters.
Mr. Bayer received a B.A. degree in 1985 from Rutgers College in Economics where he was an Economics Honors Graduate. He received his Juris Doctor in 1988, from Rutgers School of Law-Camden, where he was on the Dean’s List.
